Hamlin County Board of Commisssioners Meeting

January 16,2012

UNAPPROVED MINUTES: The Hamlin County Board of Commissioners met on Jan. 16 with the following members present: Tuohino, Roe, Saathoff, Rudebusch, and Jensen. No one absent.

 

AGENDA: Motion by Saathoff seconded by Tuohino to approve the agenda as posted. All members voting Aye. Motion Carried.

 

MINUTES: Motion by Saathoff seconded by Roe to approve the minutes of Dec. 29 and Jan. 3 All members voting Aye. Motion Carried.

 

The Auditor gave reports on county’s yearly sources of income and sources of expenses. Also report of all ending budgets ,also the portion of the tax that goes to county,schools,townships, cities, and districts and which class of property pays the portion of such.

 

The Board was informed there would be a 911 meeting in Watertown on Feb. 2 at the Watertown Police Dept. Two Commissioners will attend.

 

The Emergency & Disaster Dept requested an old radio no longer useable be declared surplus. Motion by Jensen seconded by Roe to declare a Vertex FTL 4 Channel Radio Serial 6M911773 surplus and no longer useable and to be destroyed. All members voting Aye. Motion Carried.

 

LEPC: David Schaefer Emergency & Disaster Director had submitted the annual list of people on the Hamlin County Local Emergency Planning Committee-Citizens Corps Council. Motion by Roe seconded by Tuohino to approve such. All members voting Aye. Motion Carried.

 

EXECUTIVE SESSION: Motion by Tuohino seconded by Roe to go into executive session at 9:55 to discuss personnel all members voting Aye. Motion Carried. The Chairman declared them out at 10:15

ZONING: Motion by Saathoff seconded by Tuohino to reappoint Kenneth Struckman and Donald Kindt to three year terms on the Zoning Board. All members voting Aye. Motion Carried.

 

HUMAN SERVICE AGENCY:Chuck Sherman President of Human Service Agency met with the Board with his annual report of activities in Hamlin County. He discussed the Crisis Room which is working well and saving costs for counties. Instead of someone going to jail for protective custody hold or taking them to Yankton this room can be used. They have been averaging two people a week in this.

 

SHERIFFS DEPT: Tayt Alexander Deputy Sheriff stated they will need to purchase some more uniforms as these are getting worn. The Department had received a $200.00 rebate back on their phones and can use this towards the purchase of the uniforms. He went over the activities of the department in calls received.

 

HAGAN BENEFITS: Gary Drews of Hagan Benefits reviewed the county’s coverage of liability insurance and property insurance that the county carries with them.

 

FIRST DISTRICT: Todd Kayes and Paula Hulscher went over the past years activities of work they had done in Hamlin County for the county, cities and towns, water districts,and fire departments in obtaining grants or other funding for them. They also reviewed the Hamlin County Revolving Loan Fund which is administered by them for loans to businesses in the county.

 

PLAT: Motion by Jensen seconded by Saathoff to approve the following plat of D and R Addition of Grapes First Addition in Section 16-113-52 All members voting Aye. Motion Carried.

 

HIGHWAY:  Discussion was held on Merl Hanson Highway Supt requesting to attend a national meeting in Kentucky. Motion by Tuohino seconded by Jensen to allow him to attend such. Roll Call vote :

SEMI ANNUAL CHECK : Commissioners Roe and Jensen did the semi-annual check of money in the Treasurers Office.

 

The Auditor reported the cash on hand in the Treasurers office as of Jan. l,2012 Checking Account 857,455.49 Money Markets 1,612,243.39 CD’s 584,542.82 Cash On Hand l,8l3.89 Checks on Hand 15,643.71 Cash Item 180.00 Total 3,071,879.30 Of this the following belongs to Schools 32,836.71 Townships 20,204.24 Cities & Towns 10,853.91 County 2,583,890.57 State and Trust Funds 424,093.87 Total 3,071.879.30
