UNAPPROVED MINUTES: The Hamlin County Board of Commissioners met on Jan. 3 with the following members present:Tuohino, Roe, Saathoff, Rudebusch, and Jensen. No one absent.
AGENDA: Motion by Saathoff seconded by Jensen to approve the agenda as posted. All members voting aye. Motion Carried.
CHAIRMAN: The Auditor took the floor and called for nominations for Chairman of the Board. Motion by Saathoff seconded by Jensen to nominate Randy Rudebusch for Chairman and that nominations cease. All members voting Aye. Motion Carried.
VICE CHAIRMAN: Motion by Tuohino seconded by Roe to nominate Dan Jensen for Vice Chairman of the Board and that nominations cease. All members voting Aye. Motion Carried.
TIME CHANGE: Motion by Saathoff seconded by Tuohino to change the start time for the Commissioners meetings to 9:30 am All members voting Aye. Motion Carried.
HIGHWAY DEPT: Merl Hanson Highway Supt met with the Board. He presented a list of approved ER projects however these may have to be done over a two year period since the county has to pay for such to get partial reimbursement which can sometimes take a couple of years before reimbursement is received. Maintaining was discussed. Maintaining in townships is done as often as the township requests. As dry as it is , most are not doing this as often . He presented a resolution for load limits. Commissioner Saathoff felt the speed limit for such should be the regular speed limit not 45 mph. Discussion was held on such. Merl stated he would not be here for the Jan. 17 meeting as would be gone from Jan. 14-21 He requested permission to attend the National Assoc. of County Engineers meeting in Lexington, Kentucky April 1-5 The Board will take this under consideration.
ROAD LIMITS: Motion by Roe seconded by Tuohino to leave load limits as is and pass the following Load Limits Resolution WHEREAS the County of Hamlin SD is responsible for the maintenance of certain highways under its jurisdiction. WHEREAS it appears that said highways, by deterioration,rain,snow or other climatic conditions will be seriously damaged or destroyed unless the use of vehicles thereon is prohibited or restrictions as to weight of vehicles are imposed, and WHEREAS the County of Hamlin lacks the scale equipment with which to enforce weight limits, NOW THEREFORE pursuant to SDCL 32-14-6 and any laws amendatory thereto, be it resolved that the load limit on Hamlin County asphalt roads will be posted at 7 tons per axle and 45 mph for trucks with the exception of County Road 185 from County Road 438 west to the county line and County Road 181 from Hazel west to the county line. These two roads will be posted at 7 tons per axle with a total of a 40 ton gross weight limit and 45 mph for trucks. Gravel surface roads will be posted as needed within Hamlin County. This resolution will be in effect for a full 75 day period from or after Feb. 15,2012. IT IS FURTHER RESOLVED that there shall be erected and maintained signs designating the provisions of this Resolution as provided by State Law and that this Resolution shall not be effective until or unless such signs are erected and maintained. IT IS FURTHER RESOLVED that the County of Hamlin shall request the SD Highway Patrol to enter the County of Hamlin with scales adequate to weigh motor vehicles to ensure compliance with State Laws pertaining to vehicle weight, and with the weight laws established by this Resolution. IT IS FURTHER RESOLVED that this Resolution be effective each and every year hereafter unless repealed or modified by duly enacted Resolution, Dated at Hayti SD this 3rd of Jan 2012 Randall Rudebusch Chairman of the Board. Roll Call Vote: Saathoff Nay, Jensen Aye, Tuohino Aye, Rudebusch Nay and Roe Aye. Motion passed.
The Board spent some time looking at office space within the courthouse.
EXECUTIVE SESSION; Motion by Roe seconded by Saathoff to go into executive session at 10:50 for personnel reasons. All members voting Aye. Motion Carried. The Chairman declared them out at 11:30
TREASURER: Motion by Roe seconded by Saathoff to approve the purchase of the tax receipts package, license, two computers, two printers and necessary equipment to run the tax receipts program for the Treasurer in the amount of $12,667.00 All members voting Aye. Motion Carried.
DIRECTOR OF EQUALIZATION: Renee Buck Director of Equalization met with the Board. She requested that she and her deputy Melissa Roe be able to attend the GIS Workshop in Watertown on Jan. 18-19, there is no registration. The County presently does not have GIS but this would give her a idea of what it is. The Board approved such.
PLAT: Motion by Saathoff seconded by Tuohino to approve the following plat of Wirkus Addition located in Government Lot 2 of Section 20-113-52 W of the 5th PM Hamlin County. All members voting Aye. Motion Carried.
SCRAP IRON & TIRES: Motion by Roe seconded by Saathoff to allow the Highway Dept to sell scrap iron and old tires throughout the year. All members voting Aye. Motion carried.
CREDIT CARDS: Motion by Jensen seconded by Tuohino to allow county employees to use the county credit card and to allow the Auditor to pay such or any other bills which charge late fees or would result in a disconnect of services to government in between Commissioners meetings and to present such bill at the next meeting. All members voting Aye. Motion Carried.
BURIAL RATE: Motion by Saathoff seconded by Roe to set the complete burial rate of 1500.00 for an adult and 850.00 for a child (child up to five years old) All members voting Aye. Motion Carried.
TRAVEL RATES: Motion by Saathoff seconded by Tuohino to set the travel rates at state rates of .37 per mile and lodging at actual rate ( employee must direct bill lodging to county and if not and if tax is charged employee must pay the tax . Meals rates set at breakfast 5.00 dinner 9.00 supper 12.00 All members voting Aye. Motion carried.
COMMISSIONER BOARD APPOINTMENTS: The Chairman appointed the Commissioners to the following boards. Tuohino Nurses Rep, Industrial Dev. Emergency & Disaster Rep, First District Board & Highway Rep. Jensen to Human Service Board, Purchasing Committee Rudebusch to Glacial Lakes, Courthouse Maint Rep & Weed Board Saathoff to Extension Board, Brookings Housing, Industrial Dev. Roe to Zoning Board , Interlakes Community Action Board.
OFFICIAL NEWSPAPERS:Motion by Saathoff seconded by Jensen to name Hamlin County Publishing, Estelline Journal and Bryant Dakotan as the official newspapers for Hamlin County. All members voting Aye. Motion Carried.
