Hamlin County Board of Commissioners

                                                      Dec. 29,2011

UNAPPROVED MINUTES: The Hamlin County Board of Commissioners met on Dec. 29 with the following members present: Tuohino, Roe, Saathoff, Rudebusch and Jensen. No one absent.

AGENDA: Motion by Saathoff seconded by Jensen to approve the agenda as posted. All members voting Aye. Motion Carried.

MINUTES: Motion by Roe to approve the minutes of Dec. 8 with the following correction of adding (Motion by Rudebusch seconded by Roe to go into executive session at 11:25 am for personnel reasons. All members voting Aye Motion carried. Chairman declared them out at 11:40 am) seconded by Saathoff. All members voting Aye. Motion Carried.

 

HIGHWAY DEPT: Merl Hanson Highway Supt met with the Board. He discussed road work being done

and FEMA and ER reimbursements.

 

TREASURER: Roberta Jensen Hemish Treasurer and Doreen Singrey from Ultra presented a quote for a tax receipts package, license, two computers,two printers and necessary equipment to run the tax receipts program at a cost of $12,667.00 The Board will take this under consideration.

 

STATES ATTORNEY: Todd Wilkinson and Gary Schumacher of Wilkinson & Wilkinson Law Firm met with the Board to discuss the States Attorney position.

 

EXECUTIVE SESSION: Motion by Saathoff seconded by Rudebusch to go into executive session at 10:30 am  for personnel reasons. All members voting Aye. Motion Carried. The Chairman declared them out at 10:40 am.

 

SHERIFFS DEPT: Chad Schotterbeck and Tayt Alexander deputies in the Sheriffs Dept met with the Board.

The presented a contract for software maintenance and upgrades through the Watertown Police Dept.

Cost for the year 2012 would be $7,058.00 of which $5,000.00 would be paid by a grant. Motion by Roe seconded by Jensen to approve the signing of the contract for Software Maintenance and Upgrades in conjunction with the Northeast SD Rural Information Exchange Model with the Watertown Police Dept. All members voting Aye. Motion Carried. They also requested consideration of their request for $50.00 per officer working a holiday. They stated they had only received one quote on placing a wall in one of the offices.

 

4-H ADVISOR: Aren Field 4-H Advisor met with the Board concerning the Memorandum of Understanding between SDSU Extension and Counties of SD The Board had some questions on this and will discuss again next meeting.

 

EXECUTIVE SESSION: Motion by Rudebusch seconded by Roe to go into executive session at 12:00 for personnel reasons. All members voting aye. Motion Carried. The Chairman declared them out at 12:10

 

STATES ATTORNEY: Motion by  Saathoff seconded by Roe to pass the following Resolution hereby appointing Todd Wilkinson as Hamlin County States Attorney and Marcene Smith and Gary Schumacher deputy States Attorneys effective immediately until the next general election. All members voting Aye. Motion Carried.

 

TOWNSHIP MEETING:  The Board set Feb. 21 at 1:30 pm at the 4-H Building for the annual meeting with the townships.

 

CASH TRANSFER:  Motion by Jensen seconded by Rudebusch to transfer $651,014.00 cash from the General fund to the Road Fund as allowed by the budget. All members voting Aye. Motion Carried.

 

The total unassigned fund balance of the General Fund as of Dec. 31,2011 is 885,000.00 which is as required by law at 40% which may not exceed forty percent of the total amount of all general fund appropriations contained in the budget for the next fiscal year.

 

CONTINENCY TRANSFER: Motion by Rudebusch seconded by Roe to transfer 66,015.00 from the Continency Budget to the following: Court appointed attorney budget 3900.00 Courthouse Maint budget 4000.00 Veterans Service budget 160.00 Sheriffs Budget 10,500.00 Coroners budget 15.00 LIEAP budget 30.00 Weed Budget 3600.00 Ag Bldg budget 1300.00 WIC budget 290.00 Road Budget 42,220.00

All members voting Aye. Motion Carried.

 

PLAT:Motion by Roe seconded by Saathoff to approve the following plat of Vetter Addition located in the Northwest Quarter of Section 20-115-51W in Hamlin County All members voting aye. Motion Carried.

 

CODINGTON COUNTY JAIL CONTRACT: Motion by Jensen seconded by Saathoff to authorize the Chairman to sign the Agreement to House Adult prisoners at the Codington County Detention Center for 2012 at the cost of $65.00 per day per prisoner. All members voting Aye. Motion Carried.

 

AUTOMATIC SUPPLEMENTS: Motion by Rudebusch seconded by Roe to make the following automatic supplements to budgets: Road Budget 41,889.73 ER money received Road Budget 97,996.57 FEMA money received, Emergency & Disaster budget FEMA received 26,045.11 Emergency & Disaster Budget Quarterly Reimbursement from State 10,377.37 All members voting Aye. Motion Carried.
