UNAPPROVED MINUTES: The Hamlin County Board of Commissioners met on Feb. 7 with the following members present: Rudebusch, Roe, Saathoff, and Tuohino. Absent Jensen.
AGENDA: Motion by Saathoff seconded by Tuohino to approve the agenda as posted. All members voting Aye. Motion Carried.
MINUTES: Motion by Saathoff seconded by Roe to approve the minutes of Jan. l7 with correction of date from Jan. 16 All members voting Aye. Motion Carried.
HIGHWAY DEPT: Merl Hanson Highway Supt met with the Board. Cathy Popham Bookkeeper submitted the annual report of the Highway Dept to the Board. Merl went over the rates charged for work based on the cost of operating the equipment for the past year. If the cost of operating such was higher those were raised. Motion by Tuohino seconded by Roe to accept the new rates to be charged for labor and equipment for work done for 2012 All members voting Aye. Motion Carried.

MINUTES: Motion by Saathoff seconded by Roe to approve the minutes of Dec. 29 and Jan. 3 All members voting Aye. Motion Carried.
The Auditor gave reports on county’s yearly sources of income and sources of expenses. Also report of all ending budgets ,also the portion of the tax that goes to county,schools,townships, cities, and districts and which class of property pays the portion of such.
The Board was informed there would be a 911 meeting in Watertown on Feb. 2 at the Watertown Police Dept. Two Commissioners will attend.

CHAIRMAN: The Auditor took the floor and called for nominations for Chairman of the Board. Motion by Saathoff seconded by Jensen to nominate Randy Rudebusch for Chairman and that nominations cease. All members voting Aye. Motion Carried.
VICE CHAIRMAN: Motion by Tuohino seconded by Roe to nominate Dan Jensen for Vice Chairman of the Board and that nominations cease. All members voting Aye. Motion Carried.
TIME CHANGE: Motion by Saathoff seconded by Tuohino to change the start time for the Commissioners meetings to 9:30 am All members voting Aye. Motion Carried.

MINUTES: Motion by Roe to approve the minutes of Dec. 8 with the following correction of adding (Motion by Rudebusch seconded by Roe to go into executive session at 11:25 am for personnel reasons. All members voting Aye Motion carried. Chairman declared them out at 11:40 am) seconded by Saathoff. All members voting Aye. Motion Carried.
HIGHWAY DEPT: Merl Hanson Highway Supt met with the Board. He discussed road work being done
and FEMA and ER reimbursements.
TREASURER: Roberta Jensen Hemish Treasurer and Doreen Singrey from Ultra presented a quote for a tax receipts package, license, two computers,two printers and necessary equipment to run the tax receipts program at a cost of $12,667.00 The Board will take this under consideration.

MINUTES: Motion by Saathoff seconded by Jensen to approve the minutes of Nov. 15 with the following corrections requested by the Auditor under paragraph of Opdahl Slough ave stated was 465th and should be 446th. All members voting Aye. Motion Carried.
HIGHWAY DEPT: Merl Hanson Highway Supt met with the Board. He stated the road raise on 446th Ave has been approved by FEMA however no paperwork for such has been received. The Board asked about the road south of Hazel. The Highway Supt stated the decision on such will have to be next year. The Board asked concerning water running over a minimum maintance township road in Dixon Township which had been caused by a property owner. This would have to be taken care by the township since it is a township road.

Highway Supt met with the Board. He stated an employee had resigned and
requested if he could first go to the applications received on last hiring
since so late in the year and with snow removal approaching. The Board stated

HIGHWAY DEPT: Merl
Hanson Highway Supt met with the Board. He submitted a preliminary FEMA report
with Total cost of just county roads not townships 162,555.28 If approved FEMA
and state share of this would be 138,171.99 and county share 24,383.29 He is
still working with FEMA for a road raise on 446th Ave. The water
west towards Bryant on 188th St is down quite a bit however still
unable to open the road to traffic. The mowing of road ditches is about done.
Dept has been reclaiming gravel pits. Asphalting about done. He requested
permission to attend the road conference in Rapid City Oct 26 -27 The Board
approved such.
