the transfer of continency going to court appointed budget should read transfer

Lakewide Cleanup July 25th

General Rule – “If you can’t lift it, we can’t either”

Wood – Needs to be cut into managable sizes i.e. 4 feet maximum length and needs to be sorted/separated from other materials.

Furniture/Carpet – Do not allow to get saturated with water/rain. You may need to tarp to keep dry. Carpet must be cut into managable sizes.

Appliances – Sorted from other materials.

Iron/Scrap Metal – Sorted and in managable sizes.

Construction Materials – Not allowed unless prior arrangements are made with BDS before cleanup date.

Items Not Accepted:

  • Yard waste/branches

  • Tires

  • Construction /remodling materials (without prior arrangements)

  • Concrete

  • Hazardous waste

  • Waste Oil, Liquid Paint or Chemicals

AUTOMATIC SUPPLEMENT:
Motion by Jensen seconded by Saathoff to approve an automatic supplement to the
Sheriffs Budget of $6,390.40 for a grant reimbursement for a speed board and
supplement of 219.60 for reimbursement of Deputys training. All members voting
Aye. Motion Carried.

Hamlin County – Building Permits Required

I need one more favor.  Please send out to your email list-

Hamlin County requires that all building projects at Lake Poinsett need building permits.  A big issue and concern -all the debris in the lake.Homeowners CANNOT rebuild decks, fences, stairs, landings or other wooden structures without a building permit.  NO BUILDING WILL BE ALLOWED in the 50ft setback from the ordinary high water mark of Lake Poinsett.  People doing so may find themselves in court if need be.  I have visited with the State’s Attorney and he is on board with this.

MINUTES: Motion by Saathoff seconded by Jensen to approve the minutes of May 3. All members voting Aye. Motion Carried.

 

HIGHWAY DEPT: Merl Hanson Highway Supt met with the Board.  He presented quotes for emergency repairs. Engineers plans sent to FEMA He discussed to surplus a grader. He also discussed having a previous employee help out part time. Discussion was held on a road leading to the Poinsett Colony.  Doug Linneman representing the Dempster Township Board was present. County has fixed this twice last year and it keeps washing out. Discussion was held on some other methods to repair such. Also discussion on whether the Colony, township or county should be responsible for this. Motion by Saathoff to continue to fix such due to a verbal agreement from 20 years ago. Motion died for lack of a second. The Board requested an opinion from the States Attorney concerning this. Merl requested permission to attend a summer meeting in Pierre June 8-9 Board approved such. May LPADA Special Meeting

The special meeting of the LPADA was well attended. We had representation from the Sanitary District, the Water Project, Hamlin and Brookings Office of Emergency Management, Representative Kristi Noem.

An Information meeting was called to order by board president Roger Starks at 9:00AM.

Larry Furney discussed the lake wide garbage collection. The sanitary district is a non profit organization and if the garbage collection is not paid by lake residents then the loan does not get paid and the residents who do get their garbage collected will have to pay a higher rate to make up the difference. There may be some garbage refunds for people who have been unable to get their garbage collected. Read more »

AGENDA: Motion by Jensen seconded by Saathoff to approve the agenda as posted. All members voting Aye. Motion Carried.

MINUTES: Motion by Wagner seconded by Jensen to approve the minutes of April 26 All members voting Aye. Motion Carried.

HIGHWAY: Merl Hanson Highway Supt met with the Board. He requested load limits be extended one month. He requested an emergency bidding be done for road 183 which is destroyed and posing a danger. They have been patching to try and hold some of the detour roads together. He discussed the Poinsett Colony crossing with the Board and the Board advised him to get an opinion from the States Attorney. He requested  to rent an excavator to pull back some rip rap back into place which would cost less than purchasing more rip rap. The Board authorized such. He also presented the options for the used motorgrader which had been authorized for purchase in Sept 2010 which was to be out of the 2011 budget. Read more »
