Water Project Board of Directors

Lake Poinsett Water Project District Bi-Laws

Amendment to Bi-Laws

June 1, 2010 minutes of LPWPD board of directors meeting

The meeting of the Lake Poinsett Water Project District held on June 1, 2010 at the Lake
Poinsett Methodist Church Camp in the Living Waters Retreat Center was called to order by
Chairman John Bjorkman at 7:00 p.m. with the following directors present: Fred Prahl, John
Nielson, Darvin Holter, Bob Westall and secretary Betty Westall. Absent were directors Chuck
Carlson and Jerry Barthel. Rick Smith was the only guest present.
Bob Westall made a motion to accept the minutes of the April 7th meeting and to also
accept the financial report. Fred Prahl seconded the motion‐motion carried.
Discussion was held on a direction the water board might go in 2010‐2011 and weed
control was a top concern. There was mention of chemical and a mechanical weed harvester as
two ways to do some lake weed control. Members are inviting people that might be interested
in being involved with lake weed removal to present their ideas to the board at the next
meeting.
Rick Smith (Hamlin County Conservation District officer) spoke on the success of past
restoration/stabilization of shoreline on Lake Poinsett. The board was in agreement to follow
past actions in this concern with water quality being the top priority.
The discussion of future shoreline restoration/stabilization was discussed. It was
suggested that guidelines might be made available to home owners on how to maintain and at
what degree of incline is needed to restore or stabilize shoreline.
There was discussion on having Jay Gilbertson of East Dakota Watershed attend a
meeting and share information with the directors on learning to do water testing. The board is
interested in getting information on the cost and what the involvement in this program would
mean for the LPWPD.
Darvin Holter made a motion seconded by Fred Prahl to make the annual request of the
Brookings and Hamlin Counties for annual tax request for 2011 in the amount of $50,000 or
whatever amount the law will allow. The next meeting is set for Monday, the 26th of July,
2010 at 7:00 p.m. in the Living Waters Retreat Center.
The meeting was adjourned at 8:45 p.m. with a motion by Fred Prahl, seconded by John
Nielson.

Funny, at the lpada meeting sat. the fellow from the water board did not even know when the next meeting of their board was. We need to wake these people up, weeds are secondary to the high water we are experiencing. They need to figure out why the lake is not draining, and why over the winter there is no net loss at all.. Someone has come up with a long term solution to the dramatic fluctuations in the lake, and how to prevent the flooding in the future…

      Jim,

You might want to contact Marv Nofziger (983-5641). He is the newest member of the Water Board. He is also on the LPADA board.

sorry did not realize that the minutes posted were from 2010. but, the circumstances are the same. the water board needs to hire a hydrologist, or an engineering firm to study our drainage issue. the county is not going to help. thank you.
